They were hunting for Quail.
As you probably guessed, he mistook the lawyer for Dan Quail (who was running scared through a pasture at the time) and shot him.
He didn't hit him with birdshot (he wouldn't have been injured by birdshot at that range. He hit him with No. 6 (pheasant load) which is sort of like led bb gun bbs.
